This is the old Elbtunnel in Hamburg. Cars go up (or down) using only two elevators on each side to overcome 24 meters down to tunnel level. The roads in the two tunnel sections just fit one car. The tunnel was built in 1911 and is still in use today, even if most tourists think it's an industrial monument.
